Noto che ormai chiunque, anche al bar, parla di difesa. Spesso senza conoscere a fondo i temi di cui si parla. A titolo informativo la Difesa, nei trattati europei, è competenza delle singole nazioni. Una “difesa europea” può esistere solo come somma delle difese nazionali. Con modalità simili a quelle NATO. Come la NATO non ha un suo Esercito, una sua Marina, una sua Aeronautica ma si basa sui contributi nazionali che operano insieme e vengono coordinati dalla NATO, lo stesso sarebbe per l’Europa. Veniamo poi ai “contingenti europei” che vorrebbero mandare il Presidente di una nazione comunitaria e quello di una nazione extracomunitaria. I contingenti non si inviano come si invia un fax e per poter fare un comunicato stampa. Soprattutto quelli delle altre nazioni. Se si parla a nome dell’Europa bisognerebbe avere la creanza di confrontarsi con le altre nazioni e ciò non è accaduto per gli aspetti militari della questione. Che mi risulta essere principalmente militare. Quindi commentare una cosa di cui nessuno sa nulla se non due Presidenti stranieri e che, per quando riguarda l’Italia, come ogni impegno internazionale, dovrebbe avere dei passaggi parlamentari, molteplici e complessi, per autorizzare e finanziare, non mi sembra un modo utile su cui impegnare il dibattito politico interno. Passaggi parlamentari che peraltro sarebbero successivi ad aver verificato con scrupolo ed attenzione tuti gli aspetti tecnico-logistici-operativi-capacitivi e le conseguenti necessità di risorse finanziarie. Un piccolo contributo per indirizzare meglio il dibattito. PS Da due anni ho chiesto più volte un impegno parlamentare bipartisan per rivedere la legge che regola l’invio delle missioni internazionali e i suoi meccanismi. Da altrettanti anni, sono una voce che declama nel deserto. Nel frattempo, però, leggo dichiarazioni fatte solo per riempire le agenzie di persone che vogliono spiegarmi che si può fare tutto e subito. Purtroppo, anche volendolo, non si può fare. Perché ci sono una Costituzione e un sistema legislativo che non consentono vie alternative e più veloci. Tema su cui provo a chiedere per l’ennesima volta un intervento bipartisan che sarebbe importantissimo per assicurare all’Italia una Difesa più pronta ad affrontare i tempi difficili nei quali viviamo.
