That's potentially bad for anyone who has ever communicated with her. And she's bringing her kids to a WAR ZONE, specifically to a location with tons of High Value Targets, even though the U.S. government strongly advises Americans not to go to Russia due to the extremely high risks. What is she doing in Russia that makes it worth risking herself and her family like that? Are selfies at churches & speaking on a panel where time is shared with 5 other speakers worth it? Un tel spaghetti fiscal est irréformable. Il faut tout effacer et repartir de la page blanche. Bases (à détailler, on va pas refaire le monde en un twitt): 10 impôts maxi (allez, 20, je suis bon prince). Seuls deux niveaux perçoivent l'impôt: - L'état recentré sur le régalien - Les communes sur le reste non privatisable. - ce qui peut être privatisé doit l'être. Le ou les niveaux intermédiaires (difficile de faire sans interco. Quant aux départements ou au régions, un des deux doit sauter) doivent être financées uniquement par les communes qui les constituent, acceptant de déléguer un pourcentage de leur ressource. Le(s) niveau(x) intermédiaire(s) doit uniquement agir pour le compte des communes pour des projets (exemple: grandes infras) que les communes ne peuvent pas prendre en charge individuellement. Pas d'auto-saisine, pas de missions en doublon, triplon. Les taxes restantes doivent être simplifiées. Pour l'état, TVA, avec seulement deux taux: 10% sur ce qui se mange et se boit, 20% sur le reste. Plus taxes spéciales sur produits nocifs (alcool/tabac/cannabis légalisé). Je supprimerai bien les accises sur les carburants, mais faut voir si budgétairement, ça passe. Peut être progressivement uniquement. Pour les communes: ménages: Flat Tax, taux unique, zéro niche fiscale autre que le nombre d'enfants, avec une limite à 2 ou 3 (financer les premiers enfants est plus efficace pour la natalité que financer les enfants 4 et plus). Entreprise: IS (rénové et taux max abaissé - pas le temps de détailler) Tous: Taxe foncière réformée en LVT (voir @wittgensteinien pour le détails) Plus d'impôts sur les stocks de capital (fortune, succession, donation) ni sur les plus values. Modèle social: salaire complet, maintien des cotisations de retraite mais partiellement aiguilées en capitalisation selon un échéancier de transition long et garanti (le point le plus difficile, clairement). Impots faciles à baisser (sur décision du conseil municipal/du parlement) et difficiles à augmenter (référendum). Lois de freins à l'endettement (cf suisse, allemagne). Remplacer la philosophie: "gros impôts / beaucoup d'aides" par "peu d'impôts / zéro aides" pour les entreprises et l'investissement des ménages. Effets attendus: - choc de simplification - Territoire France à nouveau compétitif - Fin de l'avantage aux grosses boites qui peuvent chasser la subvention - recentrage des décisions d'investissement sur leur création de valeur réelle. - diminution des incitations à la fraude fiscale. etc, etc.
