It is to Russia's advantage that the west believes it tried to launch a SLBM. When there are many possible causes, maybe we should not get worked up yet. Subs are dangerous and the Russian Navy was described in the Kursk report as having "stunning breaches of discipline, shoddy, obsolete and poorly maintained equipment" . . . "negligence, incompetence, and mismanagement"
