Where does one start with the comedy of errors that is amplified by putting up Images of various print news paper headlines(like a leader board) on a tweet which states "The IT sector is the only sector that can play a central role in the stability of Pakistan's economy." No denying that statement, if not the only sector perhaps one of the most critical ones. So let's talk about the Report in question that will determine the course the ministry takes and by default the government of Pakistan. We asked CHATGPT 4 of what it thought of the report so we can take personal biases out of it(if any) and hand it over to AI to a quick analysis of the report. Here is the response.. Superficial Strategy Development: The authors have presented a strategy that is superficial at best, lacking in the depth and detail required for successful implementation. This raises questions about their understanding of the complexities involved in executing a national-level IT and ITeS export strategy. Neglect of Measurable Targets: The failure to set clear, quantifiable goals is a critical oversight. This lack of measurable targets suggests a lack of accountability and foresight, which is unacceptable in a report of this significance. In summary, the report is an example of poor strategic planning, characterized by its lack of detail, inadequate goal setting, and an apparent disregard for the complexities of strategic implementation. Just out of curiosity the consultants who wrote this are genuinely international and independent. No denying that, one of them from Oxcon Global (oxonglobal.com/about/) was a Partner at PWC previously as per their bio on their site and the other one has been working with PwC, Oracle Corporation and faculty of Oxford University in UAE and Pakistan. I find this Oxford Faculty Part really interesting. All the folks running this(OXcon Global) Consultancy are Oxford Grads with an MSc Major Program Management (A 2 Year part time program sbs.ox.ac.uk/programmes/deg…) at the Said Business School, University of Oxford. The programs own stated modules are 1. Designing and managing successful programmes 2. Systems thinking 3. Governance and stakeholder leadership 4. Major programme risk 5. Research methods 6. Strategic leadership and programme performance 7. Major programme management impact 8. Major programme management futures In reviewing the observations made by ChatGPT-4 about the report's weaknesses, it appears that key areas are notably absent. This scenario seems almost too surreal to believe. The question arises: which Oxford University faculty members contributed to this report? There's still a sense of confusion surrounding this. Oxcon Global, as per Google Maps, has a registered address that is likely a residential location. Furthermore, they haven't filed their accounts according to public records in the UK, as seen on the UK Government's company information website (…te.company-information.service.gov.uk/company/110885…). A brief Google search reveals that our IT future is being entrusted to a consortium of report writers/researchers, including AF Ferguson (a representative firm of PWC), Oxcon (oxonglobal.com/about/), and Oxford Global Projects, another consulting firm. The Executive Chairman of Oxford Global Projects, as stated on their website (oxfordglobalprojects.com/team), is renowned as the world's most cited scholar in "megaproject management" and is the first BT Professor and inaugural Chair of "Major Programme Management" at Oxford University’s Saïd Business School. This lends credence to the claim that Oxford faculty were involved in the report. There is an other company mentioned on the footer of the report called CDIGITAL, their name/logo and url is nearly non legible, without going into details of why that may be, a quick Google search later they seem to be an IT/Project Management/Hardware company that has in the past carried out IT work and equipment supply like cctv cameras and computers to some government projects, again this per their own website news section. cdigital.com.pk/Site/NewsDetai… . Scratching my head as to what the short listing process was, to select consultants to write a national level strategy document. In summary, without a deep dive, it appears that some of the most reputable international experts in large-scale project management (along with a global Management consulting company's local member firm and a local tech company) were tasked with conducting a study on the IT Export Strategy for an entire country. Intriguingly, none of the individuals or groups commissioned for this collective effort seem ready to endorse the report, as indicated by the disclaimer at its end. Oxcon's website describes their specialty as "Oxon Global is a portfolio, program, and project management consultancy that defines and delivers major programs." Per CDigitals website "Our core strength lies in introduction and provision of Hi-Tech solutions in Public Sector and Private Sector of Pakistan." Per their website A. F. Ferguson & Co. "is one of the leading public accounting, business advisory and corporate services firms in Pakistan" As a citizen and taxpayer, some level of basic research prompted by reading this report – recently hailed as a cure-all solution – was necessary. While not disputing the fact that technology is crucial for economic recovery, the concern lies in the tendency to link long-term outcomes to short-term and potentially ineffective research. There is a pressing need for thorough examination of the reforms and strategies the government must implement to significantly impact the sector everyone is relying on. We owe it to our selves move past photo ops and newspaper coverage and work on real actionable output by truly understanding what is at stake here if we don't.
