Per TicketData, only 11 group stage matches currently have more than 1,000 tickets available directly from FIFA (primary, not resale). Median group stage availability is around 200 tickets per match (tiny). Just three weeks before the World Cup matches are due to start, FIFA has gone into a panic as they realise the immigration crackdowns in the USA means they can't fill stadiums, even at drastically reduced prices. I mean, surely they aren't that stupid that they didn't see this
