Why Saudi Arabia Is Unlikely to Abandon Washington Overnight Saudi Arabia absolutely has an incentive to move closer to U.S. rivals if Washington repeatedly refuses the kind of military support Riyadh expects. But moving closer to China, Iran, Pakistan or Turkey is very different from replacing the American security relationship. That distinction is what makes the situation so important. Saudi Arabia Is Already Diversifying Riyadh has spent years reducing dependence on any single power. It maintains a deep defense relationship with Washington while expanding trade and diplomatic ties with China, reopening relations with Iran and building new security arrangements with Pakistan and Turkey. The likely Saudi strategy is therefore not choosing Washington or Beijing. It is maintaining access to American military capabilities while creating enough alternatives that Washington can no longer take Saudi alignment for granted. Replacing America Is Harder Than Moving Away Politically Saudi Arabia can change diplomatic relationships quickly. Replacing the military infrastructure behind its relationship with the United States is much harder. Saudi forces depend heavily on American aircraft, air defense systems, spare parts, maintenance, training, software, intelligence integration and technical support. Buying Chinese or Russian weapons does not instantly replace that ecosystem. A Saudi political pivot could happen quickly. Rebuilding an entire military architecture around another supplier would take years. That gives Washington considerable short term leverage. But it also creates a danger. The more Washington uses Saudi dependence as leverage, the stronger Riyadh’s incentive becomes to eliminate that dependence over time. China Does Not Have to Replace The U.S. Navy China has major economic leverage in the Gulf, naval forces operating from Djibouti and enormous dependence on Middle Eastern energy. But Beijing has shown little appetite for becoming Saudi Arabia’s full security guarantor or fighting a sustained war against Iranian aligned forces. That does not mean China cannot gain strategically. Beijing may not need to replace American military power if it can help Riyadh negotiate arrangements with Iran that reduce Saudi Arabia’s need for American protection in the first place. Diplomatic leverage can sometimes substitute for military leverage. That is potentially more threatening to Washington’s long term influence than China simply selling Saudi Arabia more weapons. The Relationship Runs Both Ways Saudi Arabia also has leverage. The United States benefits from Saudi basing access, intelligence cooperation, arms purchases, investment, energy coordination and broader regional influence. Washington therefore cannot assume Riyadh has nowhere else to go. The danger is winning the immediate argument over who should fight the Houthis while slowly losing influence over Saudi strategic decisions. Where Washington’s Strategy Could Backfire If U.S. intelligence and defensive support continue protecting Saudi interests while Washington avoids another direct war, Riyadh may accept the arrangement. But if Saudi leaders conclude that American support repeatedly leaves them exposed when it matters most, they may accept substantial transition costs to gain more strategic independence. That would probably not mean suddenly abandoning Washington. It would mean deeper Chinese ties, greater regional defense cooperation, more domestic military capability and more direct accommodation with Iran. The short term reality favors Washington because American military support is difficult to replace. The long term dynamic is more dangerous. Pressure can force an ally to contribute more. Too much pressure can also convince that ally it needs a future in which your leverage over it no longer exists.
