@RampMana The larger issue in the original article is that there isn't an official/recognized Program. There are the tournament rules but no official standards either for judges themselves nor for tournaments.

@TeamTwinBlossom By the MTR it is and exactly how you describe it. Players are permitted once to count their deck as part of start of game procedures but at no other time. Specifically because it just wastes time without other benefit.
