Adjacency in offset coords: 12 lines of "if even row, use these neighbors; else use these others." Adjacency in axial: 1 line. A constant array of 6 vectors. Distance in offset: a small essay. Distance in cube: max(|dx|, |dy|, |dz|). Done. Multiply that by every feature you want — pathfinding, line-of-sight, fog-of-war, range — and the choice compounds.
