Treat today with the “great weight” it deserves, because on this date in 1976, the District held the 1st-ever election of Advisory Neighborhood Commissioners. The challenges faced in that election echo those tackled by our ANC commissioners today. Thanks so much for your service!

@VJKapur @ANCJonah No recourse? Like all other elected officials, ANC Commissioners are subject to recall. A recall can be initiated by any registered voter in the Commissioner's SMD today.

@joe5f6 While the law gives ANCs control and responsibility over voting to fill ANC vacancies, setting time and place, they have the support of the Office of ANCs to handle all of the mechanics, including printing and counting ballots, checking the residency of prospective voters, etc.

@VJKapur @CMLewisGeorgeW4 @DCDPW @CMNadeauOffice @CMZParker5 When an agency decides to request an Advisory Neighborhood Commission's advice on a proposed action, it is required to give that advice great weight, i.e. an explanation of why it did not follow that advice if it decides not to follow it.

@ANCJonah @AlisonHornDC It's worth noting that this procedure is not unique to ANCs, but would be followed in the case of a tie in any elected office including Mayor (code.dccouncil.gov/us/dc/council/…) "Casting of lots" BTW is legalese for any method of chance (not sure if a dance-off qualifies 😎)

@ZachBIsrael @coreyholman @AlisonHornDC Yes even so. In 1992 a candidate withdrew but was still on the ballot and received the most votes. The Court of Appeals wrote: "In no event do we find any basis in the governing statutes which would permit certification of the second place finisher as the winner of the election."

No. ANC elections do not follow a "2nd runners-up" rule. When the candidate who gets the most votes (here Steptoe) does not qualify to hold office (she withdrew), BOE declares "no winner" and in January they will declare the SMD vacant so a special election may held if needed.

As we happily congratulate @KentBoeseDC on his confirmation today as the new Executive Director of the Office of ANCs, this is a good time to remember that while the OANC is part of the Legislative Branch, the ANCs themselves are not; they are an independent branch of government.

@alopez_pdx Yes that's right. As a security measure DC gov accounts coming from abroad are automatically blocked. Therefore you need to make arrangements with OCTO before you leave. OANC should be able to assist.
