Emergency response operations are currently underway in Dnipro at the site of a Russian missile strike. Preliminary reports indicate it was a ballistic missile. Unfortunately, one person was killed — my condolences to their family and loved ones. As of now, five others have been reported injured. All are receiving medical assistance. Earlier today, there was an air raid alert in Kyiv due to an attack drone. Many regions have reported Russian strikes and shelling. In particular, Nikopol was hit by five Russian FPV drones — a completely deliberate strike on the city, near a food market, targeting civilians. Twelve people were injured, including one child. There were also Russian attacks on Kharkiv, Donetsk, Zaporizhzhia, and Mykolaiv regions. Sumy region continues to suffer constant attacks by guided aerial bombs. And all of this is happening nearly a month after the United States proposed a full ceasefire. Russia is clearly ignoring diplomacy and using its contacts with the world solely to serve its own interests — not to end the war. What’s needed now is tactics of pressure — pressure on Russia to end the terror and the war. I thank everyone around the world who is helping us in this effort.

We continue to investigate all the circumstances surrounding the involvement of Chinese citizens in the Russian occupation forces. The Security Service of Ukraine is carrying out the necessary procedural actions with the POWs recently captured in the Donetsk region. At the same time, all information is being examined regarding the involvement of other such individuals in Russia’s actions against Ukraine. It is crystal clear that these are not isolated cases, but rather systematic Russian efforts, in particular on the territory and within the jurisdiction of China, to recruit citizens of that country for the war. Everything necessary must be done to ensure that Russia has no such and similar opportunities to prolong and expand the war.

Служба безпеки України здійснює необхідні процесуальні дії з полоненими, які були захоплені нещодавно на Донеччині. Також вивчається вся інформація щодо участі інших таких осіб у діях Росії проти України. Очевидно, що це не поодинокі випадки, а системна російська робота, зокрема, на території та в юрисдикції Китаю щодо вербування громадян цієї держави на війну. Потрібно зробити все необхідне, щоб у Росії не було таких і подібних можливостей затягувати й розширювати війну.

Today I have discussed with the Minister of Defense our preparations for the upcoming Ramstein meeting, which is scheduled for Friday. Our top priority is air defense – above all, missile defense against ballistic threats. Ukraine needs at the very least ten systems that are sufficiently effective against Russian ballistic missiles, and this is where Patriots are second to none. We have repeatedly raised this issue with the American side and with everyone in Europe who is in a position to help. We are counting on decisions. Just today, there were several air raid alerts across the country due to ballistic missiles threat. In parts of Ukraine, people are virtually living under the constant threat of such attacks. Right now, the world lacks not the systems themselves – but only the political decisions needed to protect lives. The systems do exist. There are even enough Patriots in the world to guarantee protection from Russian terror once and for all. But this requires a political decision – a decision by our partners. The second priority at Ramstein is ensuring continued support throughout this year. Stability and predictability of aid are the things that disappoint the aggressor and actually incite toward diplomacy. We need to eliminate Putin’s temptation — his hope that support for Ukraine will vanish. It won’t. The support will continue. We need that signal, and we need a steady supply of defense assistance.

The first two captured Chinese citizens. Today, investigators from the Security Service of Ukraine spoke with them. We are working to establish all the facts regarding the involvement of these and other Chinese citizens being part of the Russian occupation army. Ukrainian intelligence is also working on this matter. As of now, we have precise data on over 150 Chinese citizens who were involved in the war against Ukraine by Russia. We know that the actual number is higher. Ukraine believes that such blatant involvement of Chinese citizens in hostilities on the territory of Ukraine during the war of aggression is a deliberate step towards the expansion of the war, and is yet another indication that Moscow simply needs to drag out the fighting. Russia doesn't care who dies in this insane war, they only need the war to continue. We all need—all partners, all fair-minded participants in international relations—to deprive Russia of the ability to continue the war, including through the use of people like these.

Перші двоє полонених громадян Китаю. Сьогодні з ними поспілкувалися слідчі Служби безпеки України. З’ясовуємо всі факти щодо перебування цих та інших громадян Китаю у складі російської окупаційної армії. Працює також українська розвідка. Станом на цей час у нас є точні дані понад 150 громадян Китаю, яких Росія залучила до війни проти України. Знаємо, що насправді їх більше. Україна вважає, що таке навіть неприховане залучення Росією громадян Китаю до бойових дій на території України в загарбницькій війні є свідомим кроком на розширення війни. Це ще одне свідчення того, що Москві потрібно просто затягувати бойові дії. Росії все одно, хто саме буде гинути в цій божевільній війні, їй треба тільки, щоб війна тривала. Нам усім треба – усім партнерам, усім сумлінним учасникам міжнародних відносин, – щоб Росія втратила можливість продовжувати війну, зокрема, шляхом використання ось таких людей.

Rescue operations are currently underway in Kryvyi Rih following a Russian missile strike. As of now, 16 people are confirmed dead, including six children. In Kharkiv, rescue efforts continued all day after a targeted Russian drone strike. A deliberate attack by six “Shahed” drones. Sadly, five people were killed. Thirty-four were injured. My condolences to all the families and loved ones. In Kherson – another targeted strike by a Russian FPV drone hit an energy facility – the Kherson thermal power plant. These strikes cannot be accidental – the Russians know exactly what they’re hitting. They know these are energy facilities that should be protected from attacks under what Russia itself promised to the American side. Every Russian promise ends with missiles or drones, bombs or artillery. Diplomacy means nothing to them. That’s why pressure is needed – sufficient pressure on Russia so they feel the consequences of every lie, every strike, every single day they take lives and prolong the war. A ceasefire could have already been reached – it is Putin who rejects it, it is Moscow that has refused a ceasefire since March 11. It is they, in Russia, who want this war. And it’s obvious that Russia won’t be forced into peace just by talks or expectations. I’m grateful to everyone in the world whose strength helps diplomacy and all efforts for a just peace become effective. We count on America, on Europe, on other partners – we count on their ability to put pressure on the sole cause of this war: Russia’s desire to destroy and kill.

The United States, Europe, and the rest of the world have the capacity to force Russia to abandon terror and war. And this must be ensured—peace is needed.

Російська ракета по звичайному місту. Просто по вулиці. По території із житловими будинками. Попередньо це удар балістикою. Станом на зараз відомо про 14 загиблих, серед них 6 дітей. Мої співчуття рідним та близьким. Рятувальна операція триває. Пошкоджені щонайменше 5 будинків. Щодня російські удари. Щодня загиблі люди. Тільки одна причина, чому це продовжується: Росія не хоче припинення вогню, і ми це бачимо. Увесь світ бачить. Кожна ракета, кожен ударний дрон доводять, що Росія хоче тільки війни. І тільки від тиску світу на Росію, від усіх зусиль для зміцнення України, нашої ППО, наших сил – тільки від цього залежить, коли закінчиться війна. Америка, Європа, всі інші у світі мають достатню спроможність, щоб змусити Росію відмовитися від терору і війни. І це треба забезпечити: мир потрібен.

Our defenders in the Sumy region are the true shield of northern Ukraine. Since August, they have been holding back Russian and North Korean forces and disrupting their plans. Their actions have forced Russia to divert significant forces from other directions, weakening the pressure there. I thank all the warriors who soldier on, hold the northern line and endure. Your strength, resilience, and precision are deeply appreciated.

I met with the ambassadors of the TitansUA project in Dnipro. The project was created to support defenders on their path to recovery after injuries and achieving fulfillment in civilian life. During the meeting, we discussed veteran policy, particularly its implementation in the region — including veteran employment, cooperation with businesses, and sports-based rehabilitation. All great initiatives already working effectively in the regions should be scaled nationwide. It’s very important for all of us to support our veterans who have endured a heroic path. We must work together to implement initiatives that will be effective and truly help all our people returning from the front.
