The choice for the nation is between sober rational people we may sometimes disagree with (even vehemently on occasion) vs an irrational mob, with clear instigation from forces that want to destroy India, as Arnab outlines. Let me be clear: there will never be a government that any single person can ever agree 100% with. As an example, I have long had strong philosophical opposition to high stakes standardized exams, which (as countries like South Korea and China have discovered) ultimately result in "teach to the test" and extreme pressure on children. China has banned for-profit tutoring companies (used to be a $100 billion market in China) but continues with their high-stakes Gaokao exams. The CAG–ICSSR Colloquium (Uttarakhand Chapter) was successfully held today at Doon University, bringing together eminent policymakers, academicians, auditors, researchers, and students for enriching deliberations on Fiscal Federalism & Governance, State Finances of Uttarakhand, and Solid Waste Management in Urban Local Bodies. Shri Pavan Kumar Reddy emphasized the need to expand audit beyond Central and State departments to sectors such as health, local governance, administration, and higher education, strengthening accountability, transparency, and evidence-based governance. He underscored the significance of research on State Finances of Uttarakhand and Solid Waste Management in Hill States, while advocating research and article-writing competitions to promote policy-oriented scholarship. Prof. Dhananjay Singh highlighted ICSSR's commitment to advancing social science research and described the CAG as the "watchdog" of public finances and a vital pillar of Indian democracy. He encouraged researchers to utilize CAG reports for academic inquiry and policy analysis, proposed workshops on interpreting audit reports, and emphasized fostering evidence-based research through academic competitions and stronger collaboration between academia and public institutions. The Hon'ble Vice-Chancellor, Doon University, Prof. Surekha Dangwal observed that good governance extends beyond financial management to encompass accountability, transparency, credibility, and effective public administration. She highlighted the evolving role of the CAG as an institution that not only identifies gaps, but also strengthens governance through constructive recommendations. Describing Uttarakhand as "fragile yet fertile," she underscored the importance of sound fiscal management in a Himalayan state and emphasized that CAG reports provide invaluable primary data for research capable of shaping evidence-based public policy and sustainable development. Delivering the keynote on Fiscal Federalism and Governance, Shri Mukesh Kumar explained Uttarakhand's fiscal landscape, emphasizing the balance between revenue generation, expenditure management, and developmental priorities. He highlighted the state's dependence on Central transfers, the fiscal challenges posed by recurring natural disasters, and the need for prudent financial planning to ensure resilient and sustainable governance. Shri Nishant Jain examined the audit of Urban Local Bodies with a focus on solid waste management, drawing attention to the challenges created by Uttarakhand's floating population and the resulting pressure on urban infrastructure. Dr. Mamgain presented key findings from the Performance Audit on Solid Waste Management in Urban Local Bodies, while highlighting methodological limitations and the need for caution in interpreting sampled findings. He advocated people-centric audits integrating community participation, climate resilience, public health, environmental sustainability, technology, stronger data systems, and robust research methodologies to enhance audit quality and evidence-based policymaking. UP Police launches a “Cy-Vajra” strike against cyber criminals In line with the vision of Hon’ble Chief Minister Shri @myogiadityanath ji and under the leadership of DGP UP Shri Rajeev Krishna, directions have been issued to conduct a 07-day statewide special drive, “Operation Cy-Vajra”, to enforce Zero Tolerance against cyber crime. A statewide cyber review meeting was chaired by DGP UP Shri Rajeev Krishna, with DG Cyber Crime Shri B.K. Singh and DIG Cyber Crime Shri Pawan Kumar, in the presence of senior police officers from all Commissionerates/Districts, cyber nodal officers, and personnel from cyber cells and cyber police stations. DGP UP directed speedy refund of victims’ money through the Money Restoration Module (MRM) and prompt redressal of wrongly held/frozen accounts through the Grievance Redressal Module (GRM), ensuring faster and more effective citizen relief. A French delegation led by Prof.Nicolas Gascoin, Deputy Counsellor for Cooperation and Cultural Affairs at the French Embassy in India met Prof. Dhananjay Singh, Member Secretary. The CAG–ICSSR Colloquium (Kerala Chapter), held on 22 June 2026 at EMS Hall, University of Kerala, Karaivattom campus, brought together policymakers, auditors, academics, researchers, and students to deliberate on two critical public policy themes: the State of Finances of Kerala and Waste Management in Urban Local Bodies. The colloquium highlighted the importance of leveraging public audit data for evidence-based policymaking, strengthening democratic accountability, and fostering collaboration between public institutions and the academic community. Discussions emphasized the growing need for rigorous fiscal analysis, transparent governance, and data-driven decision-making in addressing Kerala's emerging development challenges. Prof. Dhananjay Singh, Member Secretary, ICSSR, delivered the Inaugural address and underscored the significance of the CAG–ICSSR collaboration in promoting the use of credible public audit data for research and policymaking. He emphasized that informed public discourse on state finances and waste management is essential for democratic accountability and effective governance. Ms. Preethi Abraham, Accountant General (Audit I), Kerala, highlighted the importance of collaboration between public institutions, academia, and students in promoting transparency, accountability, and evidence-based policymaking. The speakers emphasized upon urbanisation and growing service delivery demands, scale of the waste management challenge, low spending and underutilisation of funds, infrastructure and operational gaps and sustainable urban Governance. The event witnessed enthusiastic participation of scholars, practitioners, policymakers, and students which made the colloquium a vibrant platform for knowledge exchange. The insightful discussions, diverse perspectives, and constructive deliberations significantly enriched the discourse on Kerala’s public finances and urban waste management. The colloquium also featured the announcement of the CAG-ICSSR Research Article Competition, which seeks to promote research and analytical skills among students and young scholars in the areas of public finance, governance, and accountability. The competition is open to undergraduate, postgraduate, and doctoral students on themes such as fiscal federalism, local governance, employment and MSMEs, and social sector spending.
