Kyiv under a massive russian attack! For more than eight hours. russia killed at least 12 people in Kyiv. 34 more were injured. These numbers might still grow. In Solomianskyi district, the upper floors of a nine-storey residential building were destroyed. People were trapped in their homes. Others were trapped in a school shelter. russia also hit a children’s hospital. Windows were blown out. Cars burned on the hospital grounds. Last night, a russian drone struck the National Police headquarters in Zhytomyr. Three people were killed and 53 injured. Let’s be clear: this is not a war on the battlefield. Soldiers are not fighting soldiers. russia is killing civilians and bombing residential buildings and children’s hospitals. We must speak about this loudly. Oh, my dear Kharkiv and its region. Today, a village in Kharkiv region bled and died under Russian missiles. Just a few weeks ago, I was in Kharkiv. After many since my first visit, long before the full scale invasion. I fell in love with this city then and now, again. Its energy, its people, their stubborn determination to live despite the war. Today, two Russian missiles struck Pechenihy village in Kharkiv region. Ten people were killed and 18 injured! A café was destroyed. Nearby shops, a post office, homes, garages and cars were severely damaged. When I visited Kharkiv, I saw children studying underground or in the metro, because their regular schools are not safe. I met brave people who refuse to abandon their city and their lives. Today, I am thinking of all of them. President Zelenskyy said Ukraine will respond. And Europe will be there to help Ukraine protect its people. My dear Kharkiv and all the towns and villages around, my heart is with you. Condolences to all the families and loved ones of those who perished. 🇪🇺🤝🇺🇦

DPRK: EU strongly condemns yesterday’s launch of yet another ballistic missile in violation of UN Security Council resolutions. The DPRK needs to abide by its international obligations and abandon its nuclear weapons and ballistic missiles.

Coming on the back of the EU’s 21st package, I welcome the US Senate’s adoption of the Graham Bill. It honours a fierce believer in the power of coordinated sanctions to weaken Russia's war machine. From Russian oligarchs to energy exports and the shadow fleet, every source of revenue that fuels the Kremlin's aggression must be targeted - from all sides. Together, let us drain Russia's means to continue a war it cannot win. With hard-hitting, complementary sanctions, Europe and the United States can once again show what historic partners can achieve when we act together.

Another unacceptable violation of our EU airspace caused by Russia’s latest strikes on Ukraine, this time over Poland. The Polish people are famously unafraid dear @donaldtusk, and our thoughts are with them. To put an end to this, we are helping Ukraine win this war in every way we can. And we are building a robust European security architecture on land, at sea and in the air.

I spoke by phone today with Iranian Foreign Minister Araghchi about the situation in the Gulf, as well as Russia's war against Ukraine, which Moscow has further intensified in recent days. In the Gulf, the reprieve from fighting can buy mediators time to find a way back to diplomacy and prevent a return to full-scale war. I made it clear that the aggression against French diplomats in Tehran is unacceptable. All EU Member States have condemned these actions. It is encouraging that @andrii_sybiha spoke to @araghchi to reduce tensions. I stand ready to support these efforts. I reiterated my call on Iran to end its military support for Russia. Moscow is inflicting ever higher numbers of civilian casualties in Ukraine, and any supplies it receives are helping it kill more civilians. Ukraine has the right to defend itself.

From the bottom of my heart, I want to thank the brave 🇵🇹 🇨🇿 🇮🇹 🇬🇷 🇸🇪 🇭🇷 🇩🇪 🇸🇰 🇹🇷 teams deployed to France and Spain to fight the blaze. This is solidarity at its best, from the EU and beyond. The courage and dedication of these firefighters is a reminder that when we stand together, we are stronger.

For the second time in 24 hours, Romanian airspace has been violated by drone incursions. I commend the Romanian authorities for their swift and effective response. We stand in full solidarity with Romania and its people. The security of Romania is the security of Europe. We will continue to strengthen the EU’s security, resilience and deterrence, including along our Eastern border.

Russia’s indiscriminate attacks on Kyiv and other regions cause civilian casualties by design, not by accident. The strike on Latvia’s Honorary Consulate in Slovyansk underscores Moscow’s utter disregard for international law. Latvia has our full support. In response, we will summon Russia’s envoy to the EU over today's strikes and I will propose more listings aimed at Russia’s military-industrial complex.

This is our largest round in four years, totalling 218 listings. We’ve hit more than a hundred banks and crypto operators, over 40 shadow fleet vessels, and several oil refineries in Russia and Belarus, who help keep Moscow’s war going. We are also responding to Russia’s relentless attacks on civilians, infrastructure and cultural heritage by listing more than 50 military-industrial entities, including key actors involved in the production of Russia's long-range drones. This comes on top of last week’s sanctions on those responsible for the abuse and killing of Ukrainian prisoners of war and civilian detainees, alongside tech companies enabling the Kremlin’s repressions of internet users.

We have agreed on the 21st sanctions package against Russia. It delivers sweeping measures targeting Moscow’s financial system, its military-industrial complex and energy sector, that keep Russia's war economy running. We are hitting Putin where it hurts most: cutting off the financial lifelines he relies on to sustain his war. This is not the end of the road on sanctions. We are already working on the next steps. The EU must be ready to respond to any further Russian escalation.

I welcome the agreement on the 21st sanctions package against Russia. At a time when Ukraine has built military momentum, our sanctions continue to weaken the economic foundations of Russia’s war effort. We’re adding 32 more Russian banks to our transaction ban list. As well as crypto firms and oil trading platforms. Freezing the oil price cap adjustment for a year, so that the Russian war machine does not benefit from market shocks. For the first time, we’re targeting vessels assisting Russia’s shadow fleet. And we took an important step towards formally banning Russian combatants from entering the EU. Many thanks to @Ireland2026eu for facilitating this agreement.

We’re turning up the pressure on Russia’s shadow fleet. The oil tanker MV SOUTH STAR, suspected of sailing under false flag in breach of international maritime law, has been boarded on 20 July by Operation @EUNAVFOR_MED IRINI forces for flag verification. Every illicit voyage helps sustain Russia's war machine. We are matching our sanctions with action at sea. In parallel, Member States this week have authorised Operation @EUNAVFOR ATALANTA to begin conducting flag verification boardings of suspected Russian shadow fleet vessels, in the same way Operation IRINI does. This decision further tightens the net.
