据报道，2026年7月1日，张毅与弟弟前往拉萨色拉寺（Sera Monastery）参观期间遭警方拘留。当时，他因无法与一名藏族信徒进行口头交流（他希望向其借用拜垫），便向对方展示了手机中的一张达赖喇嘛照片。据其在海外的家人称，两名便衣人员目睹了这一互动，似乎在张毅和弟弟离开祈祷区域时对他们进行了拍摄。张毅在离开寺院前即被警方拘留。张毅随后被行政拘留15天。之后，其家人收到通知，得知张毅已被关押于拉萨市看守所，并因涉嫌“煽动分裂国家罪”被刑事拘留，按案件严重性最高可判处5年至终身监禁。在同一天，当局正式施行备受争议的《民族团结进步促进法》，目前没有明确证据显示张毅被拘留一事与此有关。然而，一些观察人士指出，在7月1日前数日，中国官员发表的言论似乎鼓励地方政府积极落实相关措施，以实现“维护民族团结”的目标。
