The summit revolved around the theme: “Uttarakhand’s Digital Transformation Through AI and Cybersecurity Towards Viksit Bharat 2047.” The day began with the esteemed presence of Hon’ble Chief Minister of Uttarakhand, Shri @pushkardhami , who formally inaugurated the summit and chaired the high-level Industry CEO's Roundtable. During the roundtable, the Hon’ble Chief Minister shared his forward-looking vision for a digitally empowered Uttarakhand aligned with the goals of Viksit Bharat 2047. He also encouraged industry leaders to collaborate with the state in advancing digital innovation, positioning Uttarakhand as a preferred investment destination, and strengthening its journey towards becoming a secure and resilient digital ecosystem. The Industry CEO Roundtable was followed by the inaugural session, chaired by Shri @ThePradeepBatra , Hon’ble Minister for Information Technology, Good Governance, Science & Technology, and Transportation, Uttarakhand. Shri Arvind Kumar (@arvindtw), Director General, STPI, at the 5th Edition of the APAC India Digital Empowerment and Awards highlighted about India’s emergence as a global leader in AI-driven digital governance and deep-tech innovation, driven by robust digital infrastructure, a thriving startup ecosystem, and locally developed solutions Key highlights of the address are: ➡️ With the availability of high-speed data and improved policy frameworks, states like Uttarakhand are advancing rapidly in ease of doing business, enabling a robust digital ecosystem. ➡️ STPI is now enabling data centres, cloud services, and startup ecosystems, while supporting state governments in accelerating technology adoption. 24 STPI Centres of Entrepreneurship (CoEs) have been established across domains such as AI, Blockchain, FinTech, and HealthTech. ➡️ After electricity and the internet, AI-driven digital transformation is emerging as the third major revolution, redefining governance through smarter decision-making and efficient service delivery. ➡️ AI enables data-driven decision-making at a population scale, beyond sample-based analysis. Studies by Harvard University and MIT indicate up to 40% productivity gains in knowledge tasks. McKinsey & Company highlights that ~60% of public sector workflows can be augmented using AI. ➡️ Evolution of India’s Startup Ecosystem: Phase 1 (post-2016) focused on consumer internet and valuations, while Phase 2 (current) reflects a shift towards deep-tech innovation and solving real-world challenges. ➡️ Startups are increasingly working on human-centric and national challenges, including reducing defence import dependency, lowering carbon intensity, and solving grassroots-level problems, highlighting the importance of local data for AI. ➡️ AI solutions must be built using locally collected, structured, and granular data. State-specific AI models are more effective than generic solutions trained on external datasets.
